seed starting idea

I found yet another (insert gasp here) site that I can't read.  However, I am finding photos can be very descriptive on their own!  I loved this little idea for starting seeds - I have never seen it before.  

It isn't feeling very "springy" here today, but that is fine, as I am busy working away inside anyway...
